European governments and industry are moving toward sovereign satellite communications and ISR (including national manufacturing and controlled supply chains) after access restrictions to US-linked services highlighted battlefield dependency risks. The novelty is the procurement/industrial shift toward EU-controlled space backbones and ITAR-free or domestically produced constellations (e.g., German-built satellites, in-country manufacturing for SAR constellations) to guarantee wartime access.
