Ukraine introduces direct-to-unit voluntary mobilization process

Ukraine has introduced a new voluntary mobilization procedure where candidates coordinate directly with a chosen military unit rather than going through TCC/SP offices. Unit commanders can issue medical commission (VLK) referrals and the referral grants at least a 5-day protection from forced mobilization. This is a manpower/doctrine change that could speed recruitment and better match volunteers to units.
